Ensure that the resource pack size is 50 mb or less.

Now when you login to your minecraft server users will be prompted to download the resource pack.
Click on the share button that appears.
The texture pack will now show up in minecraft.
How to add the pack to your server go to your server panel and open up the server you wish to add the pack on.
Start your server again.
Copy the zip file.
Open the folder to which you downloaded the file.
